Since 1996, Kerala's Local Self Governments (LSGs) have been at the forefront of participatory planning and grassroots democracy. Yet, new challenges—climate change, widening inequalities, and rapid urbanisation—demand fresh approaches. Strengthening autonomy, fiscal resilience, and institutional innovation will be key to building the next phase of decentralisation in Kerala.
This seminar seeks to draw on global, national, and local experiences to reimagine Kerala's governance journey and explore pathways for sustainable, inclusive, and accountable local development.

Each subtheme will be anchored by a chairperson and expert panel members, ensuring diverse perspectives.
The seminar will generate a set of actionable insights and policy directions to guide Kerala's next phase of decentralisation—making governance more resilient, inclusive, and future-ready.
